For PERSONNEL, there are basically 2 things to look into. The first is the desired NUMBER of PEOPLE to do the workload based on the MANPOWER analysis. The second is the ASK or the Attitude, Skills and Knowledge of the PEOPLE. NUMBER and COMPETENCE of people should be addressed at the same time. Appropriate education and proper training to attain ideal attitude, skills, and knowledge responsive to the mission and functions.
For PROCEDURE, the mission and functions should be accomplished guided by EXISTING LAWS to ensure compliance with legality and REGULATIONS for efficiency and effectiveness. The organization should gather all laws and regulations related to the mission and functions. If possible, there should be a corresponding PROCEDURE within the organization or office to reinforce or interpret in details the higher regulations. This is also advisable for the people in the organization to fully understand their roles in relation to the mission and functions.
For PROPERTY, there should not only be ADEQUATE, but also RELIABLE and SUITABLE facilities and equipment to successfully accomplish the mission and functions. It is not only enough to have the right number of facilities and equipment but RELIABILITY and SUITABILITY are very essential to ensure efficiency, productivity and safety.
There should be a regular evaluation to conform with the changing situations.
