RECRUITMENT SYSTEM - CRITICAL STARTING POINT OF HUMAN RESOURCE MANAGEMENT

RECRUITMENT of EMPLOYEES or PROCUREMENT of PERSONNEL is the starting point of HUMAN RESOURCE MANAGEMENT. It is the most critical stage of managing the most precious asset of any organization, the HUMAN RESOURCE. Getting the right people with the right ATTITUDE, KNOWLEDGE and SKILLS is a challenging and tedious process. The competition among companies and organizations to attract the right people is a puzzling activity. 



For me, the most significant HUMAN RESOURCE MANAGEMENT activity of any organization is finding and designating a COMPETENT and COMMITTED HEAD of the HUMAN RESOURCE MANAGEMENT OFFICE. To quote the late JESSE ROBREDO, the former DILG Secretary and esteemed Mayor of Naga City, "Hindi lang matino ,dapat magaling din." Putting the right man for the right job should be applied to man at the helm of managing HUMAN RESOURCE. Everything follows towards a smooth and effective HUMAN RESOURCE MANAGEMENT.

After designating the perfect HEAD of the HUMAN RESOURCE MANAGEMENT OFFICE or PERSONNEL OFFICER, the next step is assigning the right STAFF to that office. If everyone in the office has the RIGHT ATTITUDE, KNOWLEDGE and SKILLS, recruiting the right people from outside the organization becomes easier.

The next step after completing the composition of the HUMAN RESOURCE MANAGEMENT OFFICE or PERSONNEL MANAGEMENT OFFICE, the next step to formulate strategy on how to attract and hire those right people needed by the company or organization. 

When I was assigned as the CHIEF of the PROCUREMENT BRANCH at the Office of the Assistant Chief of Air Staff for Personnel at the Headquarters Philippine Air Force, one of the activities that I did was to write and send letters to all leading schools throughout the country. The letter highlighted the benefits and privileges of being in the Philippine Air Force, not only stating the PAY AND ALLOWANCES but other benefits such as FREE BILLETING FACILITIES, FREE MEDICAL and DENTAL SERVICES and other benefits not being provided by other companies and organizations...and most importantly, the rare privilege of serving GOD, COUNTRY and FILIPINO PEOPLE. It is very important to highlight the advantages of the organization or company in the information campaign. When I was designated as Chief of the Procurement Branch of the PAF, there was no FACEBOOK yet. My talent in letter writing during my PMA cadet days were put into good utilization for that position to reach out to the youth with potentials to serve our country. My letters that were sent to hundreds of schools, organizations, and communities nationwide were posted on school and community bulletin boards creating optimum awareness and information campaign to many students and young people.

Today, there are many platforms in the recruitment process especially during information campaign that can be optimally utilized such as social media paving the way for greater reach at faster rate.
